  • Summary: Congestion, and the pollution that comes with it, is a serious problem in many developing countries, and Lima, Peru is no exception. Various solutions to congestion have been proposed and implemented in many countries. However, the success of any solution hinges on understanding the nature of the congestion problem. We propose to use an innovative field experiment to identify the characteristics of congestion. The experiment will be conducted in Barranco, a small neighborhood in Lima, Peru. The geographical makeup of the neighborhood makes it an ideal location to conduct the experiments, and we are working to secure cooperation from the local municipality. The results from this study will contribute to the general literature on congestion and congestion pricing, as well as the literature regarding individual behavior in uncertain environments with externalities. It will also offer suggestions for the next steps in reducing congestion and pollution in Peru.
